Site owners in Gardens 4 and Sri Krishna Gardens say land they purchased in approved layouts now falls within the Peripheral Ring Road-2 acquisition, exposing the difference between layout approval and immunity from a later public project.

Residential site owners near Kaggalipura in south Bengaluru are seeking reconsideration of the Peripheral Ring Road-2 alignment after a final land-acquisition notification included parts of approved plotted layouts.

The affected land cited in current reports falls in Survey Nos. 112/1 and 112/3 near Kanakapura Road, including sites in Gardens 4 and Sri Krishna Gardens. ET Realty reported the issue on 12 October, while the New Indian Express reported on 10 October that 65 Gardens 4 owners feared losing their sites.

The BDA final notification was reportedly published on 3 September 2026. This is the relevant government-action date; the October reports document the owners’ subsequent concerns rather than a new acquisition notification issued this week.

What the site owners are challenging

Owners say they purchased plots after checking approvals and, in some cases, obtaining bank loans. Reports identify layout, planning and real-estate regulatory approvals associated with the developments.

Their central concern is that the layouts were outside the alignment described in the older preliminary notification but are included in the final notification issued about two decades later. The site owners are asking authorities to revisit the alignment or remove the affected developed properties from acquisition.

The larger PRR-2 notification reportedly covers about 1,427 acres across 31 villages. Separate coverage puts the number of affected plot owners in the two layouts at 461, while the New Indian Express specifically referred to 65 owners in Gardens 4. These figures describe different scopes and should not be treated as interchangeable.

BrickBharat did not independently retrieve the complete official final-notification schedule and alignment map during preparation. The notification date, extent and affected survey numbers are therefore attributed to the cited reports and should be verified against the BDA record for a parcel-level decision.

Why an approved layout can still face acquisition

Planning approval establishes that a layout was authorised under the applicable development framework at the time and subject to its approval conditions. RERA registration, where applicable, regulates the real-estate project and its disclosures.

Neither approval necessarily prevents the state from later acquiring land for a public infrastructure project through the legally prescribed process. Acquisition raises a separate set of questions involving notification, objections, compensation, rehabilitation where applicable and the owner’s available remedies.

This does not make layout or RERA approvals meaningless. They remain essential due-diligence checks. The PRR-2 dispute instead shows that buyers must also examine notified and proposed infrastructure corridors, especially where an alignment has remained under consideration for many years.

What remains unclear for affected plots

Current reporting confirms owner opposition and the reported inclusion of Survey Nos. 112/1 and 112/3. It does not establish that every plot in either layout will be acquired or demolished.

The exact impact depends on the final survey schedule, road alignment, measurement of the required area and each site’s legal description. Notices to original landowners and notices to individual plot purchasers may also create different procedural issues.

Compensation claims reported in secondary coverage require similar caution. A quoted percentage comparison with current market value is an owner assertion unless supported by the acquisition award and a reliable current valuation. BrickBharat does not calculate or endorse a compensation entitlement from those claims.

Checks for buyers near future road corridors

A prospective buyer should obtain the latest village map, survey sketch, encumbrance certificate and approved-layout plan, then compare them with all available preliminary and final infrastructure notifications.

Searches should use the survey number and subdivision, not only the marketed layout name. Buyers should also confirm whether a seller, developer or association has received an acquisition notice and whether any objection, representation or court proceeding is pending.

A bank’s earlier approval of a housing or plot loan is not a continuing guarantee against a future acquisition. The bank’s legal review generally addresses the transaction and records available at that time; it does not bind a public authority contemplating a later infrastructure project.

What happens next

The owners have sought reconsideration of the PRR-2 alignment. The reports reviewed do not establish that BDA or the Karnataka government has accepted the request, denotified the affected land or issued a revised map.

The next material developments would be an official response to the representations, parcel-level notices, compensation awards, alignment modification or judicial proceedings. Until then, owners and buyers should treat the acquisition as an active legal and planning issue rather than assuming either that the road is cancelled or that every affected site has already been taken over.
