Delhi land auction: what is on offer
The National Land Monetisation Corporation (NLMC) is auctioning a 5.119-acre land parcel owned by state-run HIL (India) in west Delhi at a reserve price of ₹829.69 crore. A pre-bid meeting for prospective buyers was held in New Delhi on Tuesday, 3 November 2026, PTI reported. NLMC said this is the third e-auction it has publicly advertised in the past two months.
The freehold plot, about 20,722.93 sq m, is in the Najafgarh Industrial Area on Rohtak Road (Shivaji Marg). It has around 140 metres of road frontage and is connected to the Delhi Metro's Green Line. The land is currently designated for industrial use. Conversion to other uses is permitted subject to applicable norms and approvals.
Reserve price, FSI and bid rules
NLMC said the site has development potential of floor space index (FSI) up to 400 under Delhi's transit-oriented development (TOD) provisions, subject to statutory conditions and approvals. FSI is the ratio of total built-up area to plot area, so an FSI of 400 (a multiple of 4) on a 20,723 sq m plot could in principle allow about 82,900 sq m, or roughly 8.9 lakh sq ft, of construction. TOD rules allow denser building close to metro corridors.
The reserve price is the minimum bid the seller will accept. It works out to about ₹162 crore per acre. The sale is a two-stage online process on the e-Nivida platform: an e-tender followed by an e-auction. Bids must rise in steps of ₹1 crore per acre. The earnest money deposit (EMD) is ₹16.60 crore and can be paid by bank guarantee or NEFT/RTGS. Consortiums of up to three members may bid.
According to the timeline published in October, registration, technical bids and the EMD are due by 2 pm on 19 November 2026. Technical bids open on 20 November and a mock auction is scheduled for 23 November. The live e-auction date will be announced after technical bids are opened. The property is offered on an "as is where is" and "no recourse" basis. CBRE India is the transaction advisor.
Why the government is selling
NLMC is a wholly owned government company under the Department of Public Enterprises in the Ministry of Finance. It was set up to sell surplus and under-used land owned by central public sector enterprises. NLMC chief executive Rohan Chand Thakur said the government has given significant priority to such monetisation, and that the process is meant to be transparent and competitive. HIL (India) chairman and managing director Kuldeep Singh said the parcel is a significant asset of the company.
What it means for Delhi's property market
The parcel combines freehold title, metro connectivity and main-road frontage. If the plot is converted and developed at the higher TOD density, a buyer could build a sizeable mixed-use, office or residential project in west Delhi along the Rohtak Road corridor. The winning bid will also serve as a reference price for land values in the area.
